Corvallis, OR – Six people were arrested in Benton County over the Halloween weekend as part of a high-visibility DUII enforcement effort, according to the Benton County Sheriff’s Office (BCSO).

According to the sheriff’s weekly report, deputies made the arrests between October 31 and November 2, 2025, during the Benton County Regional Traffic Team’s safety operation targeting impaired and reckless driving.

On October 31, deputies arrested Gabriel Daniel Gillmet, 18, of Tangent, and Andrea Michelle Handy, 45, of Albany, for DUII and reckless driving. The following day, Jimmy Ray Valsin, 22, of Corvallis, and Robert Henry Foster, 51, of Connecticut, were also taken into custody for similar charges, including reckless driving and tampering with evidence.

On November 2, deputies arrested Tristan Arcer Davies, 21, of Corvallis, and Peter Michael Russo, 56, of Dundee, on DUII-related charges.

BCSO stated that all arrests resulted from the regional traffic team’s joint safety operation from October 31 through November 1, designed to reduce impaired driving during the busy Halloween weekend.

A DUII charge in Oregon refers to “Driving Under the Influence of Intoxicants,” which includes alcohol and drugs. The sheriff’s office reminded drivers that all charges are accusations and that defendants are presumed innocent until proven guilty in court.
