St. Clairsville, OH – Multiple drug-related arrests were announced this morning by the Belmont County Sheriff’s Office following a series of coordinated investigations and operations throughout October.

According to Sheriff James Zusack, the department’s Criminal Interdiction Unit worked with law enforcement across Ohio and West Virginia to apprehend several suspects tied to drug trafficking and weapons charges.

On October 23, 2025, deputies attempted to stop a vehicle near State Route 7 and the I-470 bridge. The driver, identified as Dominic Brock, 24, of Wheeling, WV, allegedly fled before stopping on the I-470 offramp. Authorities say approximately one ounce of suspected drugs was found in the vehicle. Brock was taken into custody by the Wheeling Police Department, with Belmont County requesting additional charges.

The following day, October 24, deputies assisted U.S. Marshals in Neffs, Ohio, where three suspects—John Webster Huggins Jr., 47; Kaylee Ann Jones, 22; and Rayne Nichelle McGuire, 38—were arrested. Officials report the suspects were found hiding in an attic. Charges include possession of drugs, weapons under disability, and obstructing justice.

In another operation, detectives executed a search warrant in Bridgeport, Ohio, tied to Michael Scott Lucas, 44, and McKenna McNickle, 32, uncovering 121 grams of fentanyl, a firearm, and drug paraphernalia. Two additional suspects, Michael Goode, 57, and Matthew Sberna, 51, were also arrested earlier in the week with 21 grams of fentanyl and two firearms.

Sheriff Zusack credited regional partnerships for the arrests, emphasizing that such collaboration “keeps dangerous narcotics and offenders off Belmont County streets.”
