Neffs, Ohio – Three people were arrested Friday after Belmont County deputies and the U.S. Marshals Service located two fugitives hiding in an attic during a joint warrant operation.
According to the Belmont County Sheriff’s Office, the agency’s Criminal Interdiction Unit assisted the U.S. Marshals Service (Northern District of West Virginia) on October 24, 2025, in searching a residence on School Street in Neffs.
Authorities say John Webster Huggins Jr., 47, of Bellaire, Ohio, and Kaylee Ann Jones, 22, of Wheeling, West Virginia, were found hiding in the home’s attic insulation. Both were taken into custody on their outstanding warrants and additionally charged with possession of drugs, having weapons under disability, and obstructing justice.
A third person, Rayne Nichelle McGuire, 38, of Neffs, was also arrested at the scene. She faces charges of possession of meth, having weapons under disability, and obstructing justice.
All three suspects were booked into the Belmont County Jail. Sheriff James Zusack praised the cooperation between local deputies and federal authorities, saying the partnership continues to strengthen public safety across the region.
