Village leaders say legislation key to retaining Bears in Illinois

Arlington Heights, Illinois – Village officials urged state lawmakers Friday to pass a proposed Mega Projects Bill they say is critical to keeping the Chicago Bears in Illinois.

During a Jan. 16 press conference at Village Hall, Mayor James Tinaglia shared an open letter to Illinois legislators supporting the measure. The legislation would create a framework for large-scale developments to negotiate long-term, predictable property tax structures with affected taxing bodies, including school districts.

Village leaders said the Chicago Bears have proposed investing approximately $5 billion in a new stadium and mixed-use entertainment district in Arlington Heights. According to figures cited in the letter, the project could generate an estimated $10.9 billion in one-time economic activity and $1.3 billion in annual net new economic activity statewide, along with nearly $2 billion in tax revenue over 40 years.

Tinaglia stated the Bears are not seeking taxpayer funding for stadium construction. Instead, officials argue the bill would provide certainty for property tax calculations and help Illinois compete with other states for large private developments.

Without legislative changes, village leaders said the team is considering relocating to Indiana. The mayor described the proposal as a “once-in-a-generation” opportunity and urged the General Assembly to act during the current session.

The proposed bill would not obligate state or local governments to fund the project, according to village officials. Lawmakers have not yet announced a timeline for a vote.
