According to the sheriff’s report, what was initially believed to be a five-vehicle collision was later determined to be two separate crashes that occurred minutes apart. The first crash happened around 6:05 p.m. when a Honda Civic traveling northbound on I-25 struck a Hyundai Tucson and a Toyota Highlander.

Moments later, a Ford F-350 flatbed truck stopped in the left lane. A Hyundai Ioniq 5, driven solely by Senator Winter, rear-ended the truck. Winter was pronounced deceased at the scene.

Investigators noted the Ford truck did not have visible rear taillights at the time but was operating with due regard. The report concluded that Senator Winter was at fault in the second crash.

After review by the 18th Judicial District Attorney’s Office, officials said no criminal charges will be filed. Questions regarding toxicology were referred to the Arapahoe County Coroner’s Office.
