KANKAKEE, Illinois — In response to the recent migrant drop-off incident, Kankakee Mayor Chris Curtis has signed an executive order, imposing a $750 fine per passenger on bus operators who violate the city’s regulations. 

This move mirrors actions taken by surrounding communities, including the Village of Manhattan, in a unified effort to manage the sudden influx of migrants.

The order, which is Mayor Curtis’s first since his inauguration in 2021, was prompted by the arrival of 30 to 40 migrants on Kankakee’s south side last Thursday. These migrants, left without resources or clear direction, highlighted the challenges such incidents pose to local resources and services.

Kankakee’s decision to implement fines follows a trend among Illinois towns seeking to regulate the unscheduled arrival of buses carrying migrants. The Village of Manhattan had earlier set a precedent with a similar fine, aiming to ensure better coordination and safety for both residents and arriving migrants.

This regional approach reflects a growing awareness of the need for collective action in addressing migrant arrivals. The penalties are intended not just as a deterrent but also as part of a broader strategy to ensure that any future arrivals are properly managed and supported.
