Illinois announces ‘Restore Illinois’ Public Health Plan

Phases end with Phase 5 when a Vaccine is found and festivals, major events will once again be allowed in Illinois

Illinois announced “Restore Illinois” on Tuesday, a plan that allows for the reopening of the State that is divided into five phases.  The phases are restricted to four regions including Northeastern Illinois, Southern Illinois, Central Illinois and Western Illinois.

The Illinois Department of Public Health will track data and keep it available online to alert the public where their region is currently at in qualifying to advance to new phases.  

IDPH reported the highest number of COVID-19 fatalities in a 24-hour on Tuesday, announcing 176 deaths. Statewide death tolls are now at 2,838. Illinois has now reported over 65,000 cases of COVID-19, with 2,122 new known cases announced today.

Illinois is currently in the second Phase of the ‘Restore Illinois’ plan which it entered on May 1st.  The first phase was initially entered when the first stay-at-home order was issued, allowing only minimal operations across the State.

The third phase could be entered into by select regions as early as May 29th.

Phase 3 includes:

  • Face coverings still required
  • Non-essential manufacturing can open with safety guidance
  • Tele-work is encouraged wherever possible
  • Barbers, health and fitness outdoor classes and outdoor training will be allowed.
  • Region State Parks can open
  • Summer Camps can open
  • Public gatherings with 10 people or more can occur.
  • Employers are encouraged to continue to provide remote work for

Phase 4: Revitalization (allows for schools and gyms opening)

  • Face coverings still required
  • Restaurants, Bars, Spas and Gyms can open with safety guidance
  • Schools summer and fall programs can open with guidance with all outdoor recreation allowed.
  • Gatherings of 50 people or more are allowed
  • This is what things will look like for a while before entering Phase 5

Phase 5: Reopening (Vaccine found, Festivals, Major Events allowed)

  • Illinois has recovered, or there is a vaccine or highly available treatment available.
  • Large conventions, festivals and other major events are on hold until Phase 5
