Watseka, IL – A late-night traffic stop in Iroquois County has led investigators to what authorities describe as a large illegal cannabis grow operation capable of generating more than $1 million annually in street value.
According to the Iroquois County Sheriff’s Police, deputies arrested a Chicago man, identified as Chen XinXin, at approximately 11:20 p.m. on Tuesday, July 21, 2026, after a traffic stop allegedly uncovered about 30 pounds of suspected cannabis. Investigators said the discovery led them to obtain a search warrant for a rural property near Crescent City.
During the execution of that warrant, authorities said they discovered an extensive cannabis cultivation operation containing 1,007 cannabis plants, approximately 18 grams of methamphetamine, and a firearm.
According to the sheriff’s office, Chen XinXin has been charged with the following felonies:
- Alleged possession of more than 15 grams of methamphetamine (Class 1 felony)
- Alleged unlawful production of cannabis sativa plants involving more than 200 plants (Class 1 felony)
- Alleged possession of cannabis with intent to deliver more than 5,000 grams (Class X felony)
Authorities estimate the operation had the potential to generate more than $1 million per year in street value.
The sheriff’s office emphasized that the investigation remains active and said additional charges and arrests are possible as investigators continue gathering evidence.
The Iroquois County Sheriff’s Police said the investigation was assisted by ICOM Dispatch and the Iroquois County State’s Attorney’s Office.
As with all criminal cases, the charges are allegations, and the defendant is presumed innocent unless and until proven guilty in court.
