Following a review, the Winnebago County Stateโ€™s Attorneyโ€™s Office authorized charges against Elvis Miller, 28, of Rockford. Miller was lodged in the Winnebago County Jail and is alleged to face two counts of aggravated unlawful possession of a weapon, no valid FOID, and various traffic charges.

A second incident occurred Sunday at approximately 4:48 p.m. when officers were conducting a warrant check in the 1600 block of Charles Street. Police said a man, later identified as Jeffrey Carter, 24, allegedly fled from officers and was taken into custody after a brief struggle. During the investigation, officers reportedly recovered two handguns and more than 25 grams of cannabis.

Authorities said Carter was also lodged in the county jail after the Stateโ€™s Attorneyโ€™s Office approved charges. He is alleged to face multiple counts including aggravated resisting, aggravated unlawful use of a weapon, no valid FOID, possession of cannabis, and outstanding warrants.
