Racine County, WI ICAC Probe Leads to Arrest of 18-Year-Old Sturtevant Woman

Racine County, WI – An 18-year-old Sturtevant woman has been charged following an Internet Crimes Against Children (ICAC) investigation that began with a cyber tip from the National Center for Missing & Exploited Children (NCMEC), according to the Racine County Sheriff’s Office.

According to the sheriff’s office, investigators received information earlier this year alleging an individual was possessing and advertising child sexual abuse material (CSAM), commonly referred to in court records as child pornography. Authorities said the tip involved alleged videos shared through Snapchat and a related social media account, as well as a link to a Telegram account.

Investigators identified Jocelyn Harris, 18, of Sturtevant, as the suspect. Last week, ICAC investigators and a sheriff’s office computer analyst executed a search warrant at Harris’ residence in the 3400 block of 93rd Street in Sturtevant.

According to the sheriff’s office, Harris was taken into custody and multiple electronic devices were seized for forensic examination. Prosecutors initially charged her with five counts of possession of child pornography in Racine County Circuit Court.

Authorities said a subsequent forensic examination of the electronic devices uncovered additional suspected child sexual abuse material. Based on that evidence, investigators submitted further charging recommendations to the Racine County District Attorney’s Office.

Sheriff Christopher Schmaling said the sheriff’s office remains committed to identifying and holding accountable individuals who possess, distribute or attempt to profit from child sexual abuse material.

The investigation remains ongoing. The charges against Harris are allegations, and she is presumed innocent unless and until proven guilty in a court of law.
