Racine, Wisconsin – Two people were arrested and two children taken into custody after a drug raid on Washington Avenue Thursday.

According to the Racine County Sheriff’s Office, the Metro Drug Unit, SWAT team and Metro Drug agents executed a search warrant in the 3500 block of Washington Avenue on Thursday, Feb. 26. Authorities said the warrant followed an ongoing narcotics investigation.

Investigators arrested 40-year-old Kevin Francois and 41-year-old Jennifer Schemenauer. Francois is a convicted felon with multiple prior drug-related convictions, and Schemenauer is also a convicted felon, authorities said.

During the search, deputies reported locating a 6-year-old child and a 1-year-old child inside the residence. Due to what officials described as ongoing drug trafficking activity, Child Protective Services responded and took custody of the children for medical evaluations.

Authorities said agents seized more than 21 grams of heroin laced with fentanyl, 41.5 grams of methamphetamine laced with fentanyl, 28.6 grams of crack cocaine laced with fentanyl, 12 grams of psilocybin mushrooms, 93 grams of marijuana, 11.4 grams of THC edibles, four oxycodone pills, two semi-automatic handguns and $5,929 in cash.

Francois and Schemenauer were transported to the Racine County Jail. Francois is being held on a $1,888,100 cash bond, while Schemenauer is held on a $115,100 cash bond.

Charging recommendations include child neglect, recklessly endangering safety, maintaining a drug trafficking place and multiple felony drug and firearm offenses. Charges are pending review by the Racine County District Attorney’s Office.

The case may impact neighborhood safety concerns and families living nearby.
