Winchester, Virginia – A road rage shooting in Frederick County led to an arrest Friday.

According to the Frederick County Sheriff’s Office, deputies responded around 2:13 p.m. to reports of shots fired near Martinsburg Pike (Route 11 North) and Welltown Road, in front of the WaWa convenience store.

Investigators said an apparent dispute between two motorists escalated after both drivers pulled into the store parking lot. Authorities allege the suspect approached the victim’s vehicle and displayed a firearm. The victim then attempted to leave the scene, striking the suspect with the vehicle, deputies said.

The suspect allegedly fired multiple shots at the moving vehicle before returning to his own vehicle — described as a brown Jeep SUV — and fleeing northbound on Interstate 81.

Deputies recovered shell casings at the scene and obtained video recordings and witness statements. A coordinated search effort extended into West Virginia, with Berkeley County authorities later locating the suspect vehicle at a residence in Bunker Hill.

According to the sheriff’s office, 19-year-old Elijah Stout-Griffin of Harpers Ferry was taken into custody. The firearm believed to have been used in the incident was recovered.

Stout-Griffin is charged with felony attempted aggravated malicious wounding, felony malicious shooting at an occupied vehicle, and misdemeanor brandishing of a firearm. He remains in custody in Berkeley County pending extradition to Virginia.

The shooting temporarily disrupted traffic along Route 11 and raised safety concerns for nearby businesses during the afternoon commute. Incidents near major retail corridors can impact students and young workers traveling between jobs and school activities.
