According to the Chemung County Sheriff’s Office, the arrests occurred between Thursday, January 30, and Sunday, February 1, in Elmira, Horseheads, Ashland, Southport, and Barton.

Among those arrested was Jeffrey M. Green, 34, of Pine City, who was taken into custody Friday, January 30, in the City of Elmira. Authorities say Green was charged with criminal possession of a controlled substance in the seventh degree, a Class A misdemeanor, following a field interview. He was issued an appearance ticket and is expected to appear in Elmira City Court at a later date.

Also arrested Friday was Devon M. Burns, 33, of Barton, on an active Family Court warrant originally issued November 19, 2025. Burns was issued an appearance ticket to appear in Chemung County Family Court.

On Saturday, January 31, John K. Silvers, 61, of Chemung, was arrested in the Town of Ashland on charges of driving while intoxicated, an unclassified misdemeanor, after a traffic stop. He was later released following arraignment in Ashland Town Court.

Also on January 31, Siidi M. Muya, 20, of Liverpool, was arrested in the Town of Southport and charged with criminal contempt in the first degree, a Class E felony, for allegedly violating an order of protection. He was issued an appearance ticket for Southport Town Court.

On Sunday, February 1, Matthew A. Warner, 37, of Horseheads, was arrested following a reported domestic disturbance and charged with criminal trespass in the second degree, a Class A misdemeanor. Warner was arraigned in Horseheads Town Court and released.
