When officers arrived, they encountered multiple individuals in a backyard and recovered a firearm. One of those individuals, later identified as Heriberto Quintero, 49, of Rockford, was taken into custody.
After reviewing the case, the Winnebago County State’s Attorney’s Office authorized several charges against Quintero. He was lodged in the county jail and faces charges of reckless discharge, possession of ammunition without a Firearm Owner’s Identification (FOID) card, and possession of a firearm without a valid FOID.
