MILWAUKEE — Open enrollment for 2027 health insurance begins Sunday, Nov. 1, giving Wisconsin residents an opportunity to compare Marketplace plans, review premiums and determine whether they qualify for financial assistance.
Wisconsin uses the federal Health Insurance Marketplace at HealthCare.gov . Open enrollment runs from Nov. 1, 2026, through Jan. 15, 2027 . Consumers can compare plans based on their ZIP code, household information and expected income before selecting coverage for the coming year.
The enrollment period begins as Wisconsin residents face substantially higher individual health insurance rates for 2027.
Wisconsin health insurance rates rise 21.7% The Wisconsin Office of the Commissioner of Insurance says rates in the state's individual health insurance market will increase by a weighted average of 21.7% for the 2027 plan year .
Without the state's Wisconsin Health Care Stability Plan , Marketplace rates would have increased by an estimated weighted average of 33% , according to OCI. The program operates as a reinsurance mechanism designed to reduce individual market premiums.
A weighted average rate increase does not mean every Wisconsin consumer will see their premium rise by 21.7%. Actual costs can vary depending on location, age, plan selection, household circumstances and changes in federal premium assistance.
12 insurers remain on Wisconsin Marketplace Wisconsin will have 12 insurers participating in the Marketplace for 2027 , and no insurers are leaving the state's individual health insurance market, according to OCI. Two additional insurers will offer ACA compliant coverage outside the Marketplace.
Companies with 2027 individual market filings include:
Aspirus Health Plan CareSource/Common Ground Healthcare Cooperative Anthem Blue Cross Blue Shield Dean Health Plan by Medica Group Health Cooperative of South Central Wisconsin HealthPartners Medica MercyCare Network Health Quartz Security Health Plan UnitedHealthcare Wisconsin Physicians Service Specific insurers and health plans available to a consumer depend on the county and address.
What Wisconsin residents should check Milwaukee area residents and consumers statewide should compare monthly health insurance premiums, deductibles, co pays, prescription drug coverage, out of pocket maximums and whether preferred doctors and hospitals remain in network.
Residents should also update expected 2027 household income and family information because changes in federal premium assistance can significantly affect the amount they ultimately pay.
Wisconsin regulators specifically note that a consumer's premium can change if they no longer qualify for the same amount of federal subsidy, move to another county, change plans or make changes to their household coverage.
Marketplace enrollment remains significant Wisconsin recorded 313,579 Marketplace enrollments during the 2025 Open Enrollment Period , followed by 291,336 enrollments for 2026 , according to OCI.
The state directs consumers seeking financial assistance to apply through HealthCare.gov , because federal subsidies are available only through the federally facilitated Marketplace.
Consumers can also receive free enrollment assistance through insurance agents, brokers, Navigators and Certified Application Counselors.
Enrollment deadlines matter Wisconsin's annual open enrollment period runs from Nov. 1 through Jan. 15 .
Residents shopping for coverage should compare available 2027 plans rather than relying solely on their current insurance, since premiums, provider networks and financial assistance can change from one year to the next.
After open enrollment ends, most consumers need a qualifying life event to enroll in or change private Marketplace health insurance through a Special Enrollment Period.
Wisconsin residents can compare 2027 plans and determine potential financial assistance through HealthCare.gov .
