Richmond, VA – Three words appearing in a winter weather warning could signal a storm far more dangerous than the snow, ice and freezing temperatures Virginia residents typically experience. During the 2026 27 winter season, those words could carry an urgent message from Richmond and Northern Virginia to Hampton Roads, Roanoke and the Shenandoah Valley.
According to NOAA's Weather Prediction Center, the National Weather Service is expanding the use of "Particularly Dangerous Situation," or PDS, wording in select Blizzard Warnings and Ice Storm Warnings this winter.
The designation is reserved for rare, potentially historic storms when forecasters have high confidence that extreme conditions pose an exceptional threat to human life and critical infrastructure.
What Are the Three Words Virginia Residents Should Know?
"Particularly Dangerous Situation" is not simply another description of heavy snowfall, freezing rain or icy highways.
A Blizzard Warning already indicates dangerous winds and severely reduced visibility. Adding PDS wording emphasizes an extraordinary level of danger.
The terminology could also appear in exceptional Ice Storm Warnings when damaging ice accumulation threatens electrical infrastructure and essential services.
Why Could This Matter Across Virginia?
Virginia faces several winter hazards, including powerful coastal storms, freezing rain across central Virginia and heavy snow in the Blue Ridge and Appalachian Mountains.
During extreme conditions, Interstate 95 through Richmond and Northern Virginia, Interstate 81 along the Shenandoah Valley and Interstate 64 connecting Richmond with Hampton Roads could experience dangerous travel disruptions.
Communities around Virginia Beach, Norfolk and Newport News may face strong coastal winds and winter precipitation, while Roanoke, Blacksburg and western Virginia can experience significant snow and ice accumulation.
Major ice storms can also bring down trees and power lines, potentially leaving neighborhoods without electricity or reliable heating.
These are examples of possible impacts, not predictions of an approaching storm.
Is PDS a New Winter Weather Warning?
No. PDS is additional wording within certain existing Blizzard Warnings and Ice Storm Warnings, not a separate warning category.
Most winter storms will not receive the designation.
What Should Virginia Residents Do?
If PDS wording appears, residents should stay off roads, follow emergency instructions and prepare for potentially serious disruptions.
The expanded terminology does not mean a catastrophic winter storm is currently forecast for Virginia.
However, seeing "Particularly Dangerous Situation" in an official warning signals an exceptional, potentially life threatening threat requiring immediate attention.
