BURLINGTON, Vt. — Open enrollment for 2027 health insurance begins Sunday, Nov. 1, giving Vermont residents a limited window to compare plans, review costs and determine whether they qualify for financial assistance.
Vermonters can enroll in or change qualified health and dental plans through Vermont Health Connect , the state's official health insurance marketplace. Open enrollment runs from Nov. 1 through Dec. 28, 2026 , a shorter enrollment period than in previous years.
Residents who select a plan by Dec. 15 can have coverage begin Jan. 1, 2027. Those who enroll between Dec. 16 and Dec. 28 generally will have coverage begin Feb. 1.
The 2027 enrollment period also brings several changes that could affect the cost of health insurance and eligibility for financial help.
Vermont officials say some categories of non citizens will no longer qualify for financial assistance for qualified health plans beginning in 2027. Financial assistance will remain available to eligible lawful permanent residents, Cuban Haitian entrants and Compact of Free Association migrants.
Another change involves advance premium tax credits . Beginning with the 2026 tax year, consumers who underestimate their income when enrolling may be required to repay the full amount of excess premium tax credits received when they file their federal taxes.
What Vermont residents should check Consumers comparing 2027 health insurance plans should review monthly premiums, deductibles, out of pocket limits, prescription drug coverage and whether preferred doctors and hospitals remain in network.
Residents should also update household and income information before choosing a plan because those details can affect eligibility for financial assistance.
About 80% of Vermonters currently enrolled through Vermont Health Connect receive some form of financial assistance , according to the Vermont Department of Health Access.
Qualified health plans available through Vermont Health Connect are offered by Blue Cross and Blue Shield of Vermont and MVP Health Care . Eligible residents must enroll through Vermont Health Connect to receive marketplace financial assistance.
Vermont Health Connect's 2027 Plan Comparison Tool is now available, allowing residents to compare estimated premiums, benefits and potential financial assistance before selecting coverage.
Residents who miss the Dec. 28 open enrollment deadline may generally need a qualifying life event, such as losing health coverage, getting married, having or adopting a child or moving to Vermont, to qualify for a Special Enrollment Period.
