PHILADELPHIA — Open enrollment for 2027 health insurance begins Sunday, Nov. 1, giving Pennsylvania residents an opportunity to compare plans, review premiums and determine whether they qualify for financial assistance.
Pennsylvanians can enroll through Pennie , the state's official health insurance marketplace. Pennie's annual Open Enrollment Period runs from Nov. 1 through Jan. 15 , with Dec. 15 serving as the deadline for coverage beginning Jan. 1.
The enrollment period begins as Pennsylvania consumers face higher health insurance premiums for 2027.
Pennsylvania approves 15.97% average individual market increase The Pennsylvania Insurance Department approved an average 15.97% increase in the individual health insurance market for 2027.
Health insurers had initially requested an average increase of 17.14% . State regulators said their review eliminated about $95 million in unsupported premium increases before final rates were approved.
Small businesses buying coverage through the small group market will see an average approved increase of 10.28% , down from the 11.49% insurers initially requested.
Actual premium changes will vary considerably depending on the insurance company, plan, age, location, household income and family size.
Approved individual market changes include:
Ambetter Health of Pennsylvania: 35.1% Capital Advantage Assurance: 14.8% Geisinger Health Plan: 8.6% Highmark Benefits Group: 19.7% Highmark Inc.: 14.5% Keystone Health Plan East: 16% Oscar Health Plan of Pennsylvania: 1.4% UPMC Health Plan: 13.5% What Pennsylvania residents should check Philadelphia area residents and consumers statewide should compare monthly premiums, deductibles, out of pocket maximums, prescription drug coverage and whether preferred doctors and hospitals remain in network.
Pennsylvania regulators are also encouraging consumers to carefully review provider networks, covered benefits and cost sharing before choosing a plan.
Residents should update their household and income information when applying because those details can affect eligibility for financial assistance.
Pennie is the only Pennsylvania marketplace where eligible residents can receive financial assistance to reduce monthly premiums and other health insurance costs.
Enrollment deadlines matter Residents who enroll by Dec. 15 can have their 2027 health insurance coverage begin Jan. 1.
Open enrollment continues through Jan. 15 . After the annual enrollment period ends, consumers generally need a qualifying life event to enroll or change plans through a Special Enrollment Period.
Qualifying events can include losing other health coverage, getting married, having a baby or moving.
All qualified Pennie plans include protections for pre existing conditions, coverage for essential health benefits such as prescriptions and hospital care, and annual limits on consumers' out of pocket spending.
Pennsylvania residents can compare 2027 health insurance plans, calculate potential financial assistance and enroll through Pennie .
