PORTLAND, Ore. — Open enrollment for 2027 health insurance begins Sunday, Nov. 1, giving Oregon residents an opportunity to compare plans, review premiums and determine whether they qualify for financial assistance.
For 2027, Oregon residents will use Explore Health , the state's new health insurance marketplace, instead of HealthCare.gov. The new state based system allows consumers to apply for coverage, compare plans and determine whether they qualify for financial assistance.
Open enrollment runs from Nov. 1, 2026, through Jan. 15, 2027 .
Residents who enroll by Dec. 31 can have coverage begin Jan. 1. Those enrolling between Jan. 1 and Jan. 15 generally receive coverage beginning Feb. 1.
Oregon health insurance rates rise 21.6% The Oregon Division of Financial Regulation approved an average 21.6% increase in individual market health insurance rates for 2027.
State regulators said the increase reflects updated market conditions, higher medical costs, changes in enrollment and other pressures affecting insurers.
Small businesses are also facing higher health insurance costs. Final small group rates reflect an average 15.5% increase for 2027 after regulators reduced insurers' original requests.
Actual premium increases will vary depending on the insurance company, plan, age, geographic area and eligibility for financial assistance.
Oregon adds $15 million to reinsurance program Oregon is also putting an additional $15 million into its reinsurance program for 2027 to help offset higher than expected claims and limit further premium increases.
State regulators said the additional funding is intended to help stabilize the individual insurance market as insurers face rising costs and declining enrollment.
Oregon's reinsurance program has historically reduced premiums compared with what consumers otherwise would have paid.
Providence and PacificSource leave individual market Oregon consumers will also see significant changes in available health insurance companies for 2027.
Providence Health Plan and PacificSource will no longer offer individual market health plans in Oregon beginning in 2027.
Residents currently enrolled in affected plans will need to review their new options during open enrollment.
Oregon's Marketplace has created automatic plan matches, or “crosswalks,” for some affected consumers to help prevent gaps in coverage. Residents can still choose a different plan during open enrollment.
What Oregon residents should check Portland area residents and consumers statewide should compare more than the monthly health insurance premium.
Consumers should review:
Monthly premiums Deductibles Co pays and coinsurance Maximum out of pocket costs Prescription drug coverage Doctor and hospital networks Eligibility for financial assistance Residents affected by insurer departures should pay particular attention to provider networks because doctors and hospitals covered by their previous plan may not be included under a replacement policy.
Explore Health replaces HealthCare.gov The 2027 enrollment season marks a major change for Oregon consumers.
Beginning Nov. 1, 2026 , residents seeking Marketplace coverage will use Explore Health instead of HealthCare.gov.
The new Marketplace allows eligible individuals and families to shop for health plans, apply for financial help and enroll directly through Oregon's state system.
Residents who had HealthCare.gov coverage during 2026 should receive information explaining how to renew or transition their coverage for 2027.
Enrollment deadlines matter Oregon residents who want health insurance coverage beginning Jan. 1, 2027 , should enroll by Dec. 31 .
Open enrollment continues through Jan. 15, 2027 . Consumers enrolling between Jan. 1 and Jan. 15 generally receive coverage beginning Feb. 1.
After Jan. 15, most consumers need a qualifying life event to enroll in or change Marketplace coverage through a Special Enrollment Period.
Qualifying events can include losing existing health insurance, getting married, having or adopting a child, moving or experiencing certain changes in income or household circumstances.
Oregon residents can compare 2027 health insurance plans, determine potential financial assistance and enroll through Explore Health .
