Neenah, WI – A convicted sex offender has been released to a Neenah residence and will remain under strict supervision, according to the Winnebago County Sheriff’s Office.

According to the sheriff’s office, Leon J. Hacker, 75, has been residing at 3262 Larsen Road in Neenah since July 10. Hacker was released from prison in Michigan and is currently on parole and extended supervision related to his conviction. His supervision has since been transferred to the Wisconsin Department of Corrections.

Authorities said Hacker was convicted in 2018 in Gogebic County, Michigan, on three counts of third-degree criminal sexual conduct. Court records state the victims were female minors between the ages of 13 and 15 who were known to him.

The sheriff’s office noted that Hacker is not wanted by law enforcement at this time but is required to follow multiple restrictions, including no unsupervised contact with minors, lifetime GPS monitoring and compliance with Wisconsin’s sex offender registry rules.

Officials emphasized that the release of this information is intended to promote public safety and awareness, not to encourage harassment of registered offenders. “We believe the only person who wins if community notification ends is the sex offender, since the offenders derive their power through secrecy,” the release stated.

As of Aug. 28, state officials reported 27,482 individuals are registered with the Wisconsin Sex Offender Registry. Of those, more than 6,000 remain incarcerated, another 6,125 are on supervision, and nearly 15,000 are no longer incarcerated or supervised. Winnebago County is home to 617 registered offenders.
