Ashland, NY – A 45 year old Arkansas man wanted for an alleged parole violation was arrested Tuesday after a Chemung County sheriff ’s deputy encountered him walking near railroad tracks in the Town of Ashland, south of the Elmira area.
According to the Chemung County Sheriff’s Office, a deputy stopped a man at about 4:54 p.m. Tuesday while he was walking along railroad tracks in Ashland.
Authorities identified the man as Carl L. Needham, 45, of Lonsdale, Arkansas. During the encounter, deputies determined Needham had an active Arkansas warrant for an alleged violation of parole, the sheriff’s office said.
The Chemung County Criminal Investigation Division was notified and assisted with the investigation.
Needham was subsequently arrested and processed as a fugitive from justice, according to authorities. He was then arraigned in Town of Southport Court.
The sheriff’s office said Needham was remanded to the Chemung County Jail, where he was being held while awaiting extradition to Arkansas.
Authorities did not provide additional details about the underlying case connected to the Arkansas parole warrant or indicate how long Needham had allegedly been wanted.
The arrest took place one day before the sheriff’s office publicly announced the case Wednesday.
Fugitive from justice proceedings generally allow authorities to hold a person wanted by another state while the extradition process moves forward. The specific timetable for Needham’s transfer back to Arkansas was not provided in the sheriff’s announcement.
The allegations related to the parole violation remain subject to the judicial process.
