Joliet, IL – Pet owners across Will County have an opportunity to receive free spay and neuter services for their dogs and cats through a county assistance program, but limited funding and a November deadline make early applications important.
According to the Mokena Police Department and Will County Animal Protection Services, the HOPE Program, short for Helping Owners & Pets Equitably, provides free spay and neuter vouchers to eligible Will County households.
Who Qualifies for Free Services?
Applicants must live in Will County and meet at least one of two eligibility requirements:
Have a LINK card issued by the state of Illinois. Receive Social Security Disability Insurance SSDI in Illinois. The program is intended to help qualifying residents access veterinary services without paying the usual cost of spaying or neutering their pets.
How Residents Can Apply
Eligible pet owners can visit Will County Animal Protection Services at 22452 S. Cherry Hill Road in Joliet or email wcaps@willcounty.gov to request assistance.
Applicants should bring a signed LINK card or Social Security Benefit Verification Letter, along with a valid driver's license, state identification card or another document establishing Will County residency.
For dogs and cats at least 4 months old, a current rabies vaccination certificate is also required.
Limited Funding and November Deadline
Officials emphasize that funding is limited, meaning vouchers may become unavailable before the advertised expiration date of Nov. 30, 2026.
Residents interested in participating are encouraged to contact the county promptly to confirm availability and application requirements.
The Mokena Police Department shared the program information to help reach additional qualifying households throughout Will County.
