Geneva, IL – A 25 year old Kane County man is facing dozens of criminal charges after an investigation into damaged police surveillance cameras led authorities to discover suspected child sexual abuse material on his phone, prosecutors announced Tuesday.
According to the Kane County State's Attorney's Office, Ruben R. Rodriguez of Geneva faces 31 criminal counts, including felony charges involving child sexual abuse material and damage to automated license plate reader cameras.
Prosecutors allege Rodriguez damaged or defaced 13 automated license plate reader cameras between June 6 and June 27, 2026. The cameras were located in St. Charles, North Aurora, St. Charles Township and Blackberry Township and belonged to multiple law enforcement agencies.
Investigators reportedly used license plate reader technology to identify Rodriguez as a suspect. Kane County sheriff 's deputies arrested him at his residence July 2 and seized his phone during the investigation.
Authorities said investigators examining the device discovered suspected child sexual abuse material. The investigation was transferred to the Kane County Child Exploitation Unit.
On Sept. 24, prosecutors filed additional charges alleging Rodriguez possessed multiple videos and images depicting children younger than 13.
The charges include 11 Class 2 felony counts involving videos, two Class 3 felony counts involving images, 12 Class 3 felony counts of criminal damage to government supported property, five Class 4 felony property damage counts and two misdemeanor property defacement charges.
Rodriguez appeared in court Oct. 8, when prosecutors requested that he remain detained pending trial.
Associate Judge LoPiccolo denied the state's request and ordered Rodriguez released under pretrial supervision.
Under the court's conditions, Rodriguez is prohibited from unsupervised contact with minors and from accessing the internet.
His next court appearance is scheduled for Nov. 19 at 9 a.m. in Courtroom 313 of the Kane County Judicial Center.
Rodriguez is presumed innocent unless proven guilty in court.
