Tampa, FL – A cruise ship passenger's return to Florida from Mexico sparked a months long drug investigation that resulted in the seizure of 545 pills, nearly $27,000 in cash and the arrest of a 50 year old man, according to Hillsborough County authorities.
According to the Hillsborough County Sheriff 's Office, its Opioid Overdose Investigations Section worked alongside Homeland Security Investigations' Maritime Task Force in a case involving Brandan Swan, 50.
The investigation began March 19, 2026, when Swan disembarked from a cruise ship at Port Tampa Bay after traveling from Cozumel, Mexico.
Cruise Passenger's Condition Raises Concerns
Authorities said cruise ship personnel identified Swan as highly intoxicated and in need of medical attention.
After receiving medical treatment, Swan was approached by U.S. Customs and Border Protection agents.
The encounter ultimately became part of a larger investigation involving local deputies and federal authorities.
Investigators reported seizing 545 pills and nearly $27,000 in cash during the case.
Laboratory Testing Identifies Controlled Substances
In August 2026, testing confirmed that the seized pills contained oxycodone and alprazolam, commonly known by the brand name Xanax.
Oxycodone is a prescription opioid pain medication, while alprazolam is a controlled prescription medication commonly used to treat anxiety and panic disorders.
Following the investigation, the sheriff's office and Homeland Security Investigations' Maritime Task Force assumed responsibility for the case.
Authorities said an arrest warrant was issued October 8, 2026.
The sheriff's office identified Swan as arrested in connection with the investigation.
An official arrest graphic lists charges of trafficking in oxycodone and possession of a controlled substance with intent to sell or deliver.
The charges are allegations, and Swan is presumed innocent unless proven guilty in court.
