HARTFORD, Conn. — Connecticut residents shopping for 2027 health insurance can now compare plans through Access Health CT as the state's annual open enrollment period moves into November.
Open enrollment began Oct. 23, 2026, and runs through Jan. 15, 2027 , giving Hartford area residents and consumers statewide time to enroll in, renew or change individual health and dental coverage. Residents who enroll by Dec. 15 can have coverage begin Jan. 1. Enrollment completed between Dec. 16 and Jan. 15 generally results in coverage beginning Feb. 1.
The enrollment period comes as Connecticut consumers face higher health insurance rates for 2027.
The Connecticut Insurance Department approved an average 11.3% increase in the individual health insurance market for 2027. Insurers had initially requested an average increase of 16.2%. Small group health plans received an average approved increase of 15.1% , compared with the 17.8% insurers originally sought.
Approximately 220,000 Connecticut residents are enrolled in fully insured individual and small group plans regulated by the state Insurance Department. Regulators said their review reduced projected premiums by more than $100 million compared with insurers' original requests.
What Connecticut residents should check Consumers comparing 2027 health insurance plans should review monthly premiums, deductibles, out of pocket limits, prescription drug coverage and whether preferred doctors and hospitals remain in network.
Residents should also update household size and expected income because those details can affect eligibility for financial assistance.
Access Health CT is Connecticut's official health insurance marketplace and the only place where eligible residents can receive financial help to lower the cost of Marketplace coverage. Some residents may also qualify for the Covered Connecticut Program , which provides no cost health insurance to eligible participants.
Enrollment deadlines matter Residents who want coverage beginning Jan. 1 must complete enrollment by Dec. 15 .
Those who enroll from Dec. 16 through Jan. 15 will generally have coverage beginning Feb. 1. Open enrollment ends Jan. 15, 2027.
After the open enrollment period ends, most consumers need a qualifying life event to enroll through a Special Enrollment Period. Qualifying events can include losing other health coverage, getting married, having a child or certain changes in residence.
People eligible for HUSKY Health/Medicaid, the Covered Connecticut Program or certain other programs may enroll throughout the year.
Connecticut residents can compare available 2027 health insurance and dental plans, estimate potential financial assistance and enroll through Access Health CT .
