Joliet, IL – A new $25 million affordable housing development has officially opened in Joliet, bringing 48 supportive apartments to Will County women and families facing housing instability, including mothers recovering from opioid addiction.
According to the Illinois Housing Development Authority IHDA , Hope Manor Village Joliet celebrated its grand opening with representatives from Volunteers of America of Illinois, Silver Cross Hospital, local government and community organizations.
New Housing Combines Stability With Health Care
The development was constructed on previously vacant land donated by Silver Cross Hospital.
Hope Manor Village Joliet includes 44 two bedroom apartments and four one bedroom units across two three story buildings.
The community also features a playground, walking paths, outdoor patio and community garden.
Through Volunteers of America of Illinois, residents can access coordinated health care services, including preventive care, wellness visits, maternal health education and nutritional support.
The program particularly focuses on women recovering from opioid addiction, including those who are pregnant or caring for young children.
Who Qualifies for the New Apartments?
Residents must earn no more than 50% of the area's median income, approximately $48,600 annually for a two person household in Will County.
Housing Choice Vouchers administered by the Housing Authority of Joliet will subsidize rent for all 48 apartments.
IHDA provided approximately $21 million through bond financing, loans and Low Income Housing Tax Credits. An additional $4 million came from other funding sources.
Located east of downtown Joliet, the development offers access to public transportation, schools, parks and essential services.
Nancy Hughes Moyer, president and CEO of Volunteers of America of Illinois, said the project provides women and their children with stability and connections to care needed to build healthier futures.
The development represents a partnership among housing agencies, health care providers and community organizations addressing housing insecurity and recovery needs in Will County.
