JULESBURG, CO — A dog attack that seriously injured a child in northeastern Colorado has resulted in the arrest of the animal's owner on six felony charges, following an investigation that raised questions about law enforcement jurisdiction, the handling of dangerous animals and the response to the initial emergency.
According to an investigative narrative released by the Sedgwick County Sheriff 's Office, deputies became involved after a juvenile suffered significant facial injuries during an Oct. 1 incident in Julesburg, near the Nebraska border.
Child Suffers Serious Facial Injuries
Authorities said the incident was initially reported at approximately 5:08 p.m. as a minor dog bite involving a child at a residence near West Seventh and Maple streets.
The initial caller, identified as dog owner Johnny Hatch, reportedly stated that the dog was not his and that both the child and animal had left the area.
Deputies advised that the incident should be handled by Julesburg authorities because the town is the primary law enforcement jurisdiction.
However, at approximately 6:03 p.m., hospital personnel contacted dispatch after the child arrived for emergency treatment.
The child's mother reported serious injuries involving the left side of the child's face.
According to the sheriff's office, medical personnel later determined that the injuries were severe enough to raise concerns about permanent scarring or disfigurement.
Investigation Reveals Conflicting Accounts
During a subsequent interview, the child described walking near Hatch's residence when a dog came running toward him.
Investigators said the child reported attempting to avoid the animal before being bitten in the face.
The child also described previous encounters involving the dog.
Deputies documented the injuries, collected photographs and interviewed witnesses as part of the investigation.
Dog Owner Arrested on Felony Charges
The sheriff's office said investigators developed probable cause to arrest Hatch following interviews, evidence collection and a review of the circumstances.
Authorities alleged that Hatch had knowingly allowed the dog to attack the child.
Hatch was arrested on six felony counts related to allegations involving the dog attack.
He was transported to the Logan County Jail following his arrest.
The charges remain allegations, and Hatch is presumed innocent unless proven guilty in court.
Sheriff Addresses Questions About Response
Sheriff K. Quayle also addressed criticism surrounding the department's initial response.
The sheriff's office explained that Julesburg maintains primary responsibility for municipal law enforcement, while county deputies may intervene when circumstances require immediate action.
Officials said the initial report did not identify a serious injury or an ongoing emergency. Deputies began a more extensive investigation after learning the severity of the child's injuries.
The sheriff's office also noted that prior incidents involving the dog remained relevant to determining whether the animal met Colorado's legal definition of a dangerous dog.
Animal Custody and Public Safety Concerns
Authorities explained that the sheriff's office could not automatically seize or euthanize the animal simply because its owner had been arrested.
Officials said animal custody decisions must follow applicable legal procedures, including potential quarantine, court orders and appropriate arrangements for the animal's care.
The investigation highlights the challenges local authorities face when serious animal attacks occur in communities where municipal and county law enforcement responsibilities overlap.
