Bel Air Pedestrian Killed in September 11 Vehicle Crash

Bel Air, MD – A fatal motor vehicle accident involving a pedestrian occurred on the evening of September 11, 2026, claiming the life of a local resident. Authorities were alerted to the scene in the 100 block of Royal Oak Drive at approximately 7:50 p.m., where deputies from the Patrol Services Division of the Harford County Sheriff's Office arrived to find an 81-year-old woman who had been struck by a vehicle.
According to the Harford County Sheriff's Office, the victim was identified as Joanne Philipovich of Bel Air. Upon arrival, responding deputies and emergency medical personnel administered immediate life-saving measures to Philipovich before transporting her to the University of Maryland Shock Trauma Center. Despite these efforts, she later died from her injuries. The driver involved, an adult male who also resides in the neighborhood, remained at the scene following the collision.
Preliminary findings from the investigation suggest that the victim was attempting to cross the street in front of her home when the crash occurred. Officials noted that the roadway in that specific area lacks both overhead lighting and crosswalks. At this stage of the investigation, authorities believe the incident resulted from pedestrian error. The driver has not been cited for any negligence and was released by investigators, which is why the office is not releasing his identity at this time.
The Harford County Sheriff's Office Crash Team has assumed responsibility for the ongoing investigation into the specific circumstances surrounding the incident. As the investigation remains active, officials have stated that no further information will be released. Authorities are requesting assistance from the public and encourage any potential witnesses or individuals with relevant information regarding the collision to contact the Harford County Sheriff's Office Traffic Unit at 443-409-3324.
