According to Pennsylvania State Police–Erie, troopers were dispatched around 4:40 p.m. Tuesday to a residence in Harborcreek Township, Erie County after a report of a dog discovered abandoned and badly injured.

Investigators said the dog, a 4-year-old female shepherd named Mimi, was found bleeding with her paws tightly bound by zip ties. Police said towels and a dirty blanket had been placed over the dog.

Authorities allege the restraints were tied so tightly that circulation to the front legs was cut off, while the back legs were secured above the hock area, causing severe swelling. Police reported the dog’s body was covered in urine-related burns and infection, suggesting prolonged confinement.

The dog was transported to the A.N.N.A. Shelter in Erie, where staff determined the injuries were severe enough to require immediate transfer to a critical care veterinary hospital.

Following an investigation, 63-year-old Roy King of Harborcreek Township was identified as a suspect and later arrested, according to state police.

King is charged with multiple offenses including:
