Allegheny County: McKeesport Man in Custody After 13-Hour Rooftop Negotiation

Pittsburgh, PA – A McKeesport man wanted on multiple warrants was taken into custody Friday after a tense rooftop standoff that lasted more than 13 hours, according to the Allegheny County Sheriff’s Office.

Sheriff Kevin M. Kraus announced that 30-year-old Zachary Livingston was located inside a residence along Alice Street around 8:30 a.m. Friday. Detectives initially believed he was not present, but soon heard movement upstairs and observed him attempting to exit a third-floor window. Livingston allegedly fled onto an adjacent roof as detectives entered.

According to investigators, Livingston had been declared a fugitive 60 days earlier after failing to appear in court for probation violations tied to burglary and criminal mischief. He also faced active warrants out of West Mifflin and Westmoreland County, including theft and burglary charges.

Detectives maintained visual contact with Livingston as he refused to surrender. Negotiators, with assistance from Pittsburgh paramedics and firefighters, worked through the day to restrain him safely. Authorities said Livingston was on a ladder raised by firefighters when detectives were finally able to take him into custody. He was transported to the Allegheny County Jail after being sedated to stop erratic behavior.

In addition to the outstanding warrants, Livingston is now facing new charges including risking a catastrophe and multiple counts of recklessly endangering another person.
