Washington, WI – Authorities in Washington County announced Thursday that one man has been arrested and another remains at large in a fatal overdose investigation tied to drug activity in Milwaukee.
According to the Washington County Sheriff’s Office, the multi-jurisdictional drug task force—working alongside the Wisconsin Department of Criminal Investigations Overdose Death Initiative—executed two search warrants early Thursday in Milwaukee. The first warrant on W. Lisbon Ave stemmed from a July overdose death in the Town of Farmington. Deputies say a Milwaukee man was taken into custody on local gun and drug charges after investigators recovered 32 grams of fentanyl, roughly 100 grams of cocaine, and two firearms.
Investigators then searched a residence on N. 51st Street connected to the same case. According to detectives, the operation was aimed at serving reckless homicide warrants. One suspect, 52-year-old Andrew Outlaw, was allegedly located inside and taken into custody without incident by the tactical team. He later appeared before Judge Michael Kenitz and received a $250,000 cash bond. Outlaw remains in custody at the Washington County Jail.
A second suspect, 40-year-old Washington County resident Ryan Immel, was not found at the Milwaukee address and remains at large. Investigators believe he may be in the La Crosse area. Anyone with information is asked to contact authorities or email Lt. Tim Kemps.
Sheriff Martin Schulteis said the partnership with state investigators has been crucial in targeting drug dealers who operate across jurisdictions, noting the agency’s goal is to deter future trafficking.
Outlaw and Immel both face up to 60 years in prison on First-Degree Reckless Homicide charges. The case remains active, and officials say additional charges are possible.
