PA Police Identify Victim in 1990 Homicide Case

Clarion, PA – Pennsylvania State Police have confirmed the identity of a woman whose remains were discovered in Monroe Township in 1990. The victim, previously referred to as Penny Doe, has been identified as Windy Buchanan.
According to the Pennsylvania State Police, investigators are now actively seeking new information regarding the homicide of Buchanan. Authorities are offering a reward of $5,000 for any tips that lead to a resolution of this long-standing cold case.
